Now in its fourth year, the report captures the priorities and challenges facing state and territorial educational technology leaders, based on survey responses from 47 states and spotlights on emerging strategies.

AI as a rising priority: For the first time, artificial intelligence is ranked as the top edtech priority and initiative across states.
Funding challenges: With ESSER funds expired, states are navigating sustainability and long-term investment in infrastructure, professional learning, and modernization.
Device use and student well-being: State approaches to balancing restrictions with digital citizenship and healthy technology use.
Professional learning needs: Ongoing demand for support in effective and safe use of technology, particularly AI.
